A new literal theory of the lunar physical librations is described. Physical librations are caused by the earth, as it oscillates about its mean position relative to axes fixed in the moon, exerting torques on the moon which produce rotations of the moon about the mean positions of its principal axes. Geometrical librations also occur but can be calculated by straightforward geometry. Theories of physical librations are reviewed; more data for testing theories are now available from high precision laser ranging measurements of the moon's position. The proposed literal theory calculated by the Camal machine algebraic program includes the third harmonic terms in the gravitational potential of the moon and can be extended to include the effect of the sun.
