The major reasons for the reluctance of industry towards a broader participation into space utilization have been identified by thorough analysis of discussions with industry representatives. They are mainly resulting from difficulties to estimate possible commercial benefits from research or processing carried out in the space environment, and incompatibility of present space access conditions with the requirements of industry. The approach for the motivation of industry differs from the usual way of spin-offs and technology transfer, since it is strictly based on identifying the industrial demands. An important finding was that the private sector cannot be expected as a paying customer in a single step. For a certain transition period joint industry/university research has to be promoted in which the industrial partners determine the objectives that would be met by targeted research efforts of the scientists from academia and contract research institutions.
