The integrals of energy and angular momentum in the general hierarchical three-body problem are used to construct a stability criterion which may be used not only to decide if hierarchical stability of the system is guaranteed but will give information, if stability is guaranteed, about the orbital elements of the orbits at closest possible approach of the second and third masses. The criterion is applied to the Sun - Jupiter - Saturn system and certain cosmogonic conclusions regarding the growth of Jupiter and Saturn by accretion in the early days of the Solar System are drawn.
