The application of near-term nuclear thermal rocket (NTR) and spacecraft technology to lunar and Mars missions is examined. The rapid development of a modest thrust (44 kN) NTR engine with modest performance specifications is considered to be the optimal path for the nation's NTR development program. The NTR engine is capable of accomplishing all SEI missions with only marginal mission performance disadvantage compared to NTR engines based on much more advanced and expensive test facilities.
