The boundary for the energy spectrum of the elementary particles, including neutrinos, in cosmic rays is put at 10 to the 28th eV. Mini black holes, systems of stable maximons, and other hypothetical particles of superheavy mass are named as possible sources for the particles having superhigh energies. Cascades from leptons having energies above 10 to the 20th eV have lengths in soil (water) reaching hundreds of meters owing to the Landau-Pomeranchuk-Migdal effect. DUMAND-type devices are considered adequate for detecting such leptons. The radar method and the detection of the radio emissions of these cascades are seen as promising in the search for electron-photon and hadron cascades having energies of 10 to the 20th-10 to the 28th eV.
