Results of observations of scattering of the decameter radio emission of a compact object in the source 3C 144 on inhomogeneities in the electron density of the solar wind plasma over a wide range of elongation on the URAN-1 and URAN-4 radio interferometers with baselines 42.3 and 613 km are presented. The experimental relationships obtained are compared with calculations made for a power law inhomogeneity spectrum. Dependences of the results of the calculations on a number of solar wind plasma parameters are presented, and probable values for these parameters are estimated.
