Scientific paper

A new space transfer vehicle, the Transfer Orbit Stage (TOS), is
currently in production for two NASA missions, the Mars Observer and the
Advanced Communications Technology Satellite. The vehicle is compatible
with the STS and Titan expendable launch vehicles. The paper reviews key
technical and programmatic accomplishments.
