The velocity moments through the fourth order were calculated for a sample of 870 nearby stars chosen to be representative of the common stars of the galactic disk. The moment variances and covariances were also calculated, taking into account both the size of the sample of stars and the observational errors in the data. A number of the moments were found to be significantly larger than the square roots of their variances, indicating that moments as high as the fourth order can be determined with reasonable accuracy. Furthermore, the moments are generally consistent with the symmetries usually assumed for the Galaxy; the moments which exceed their errors are, with two exceptions, the ones expected to be nonzero, while those which are smaller than their errors are the ones predicted to be zero. The structure of the Galaxy was investigated by utilizing the moments in a hydrodynamic model to evaluate such parameters as the curvature in the law of rotation, the gradient in the galactic plane of the number density, the gradient in the galactic plane of the velocity dispersion in the galactic radial direction, and the asymmetric drift.
