In this paper a new analytical method is proposed. Using the kinetic equation and taking into account the energy losses for accelerated particles in solar flare, the time-dependent particle energy distribution is obtained. It is shown that the particle energy distribution in emission region is generally different from that in acceleration region and the deviation from power law spectrum seems to be evident. The results derived from the kinetic equation can be used to analyze the radiation spectrum of the hard pulsed X-ray bursts precisely. Finally, the softening phenomenon of the X-ray spectrum in high energy region is discussed.
