A solar dynamo model is developed which takes into account the relationship between global and local magnetic fields. It is shown that the model can explain certain aspects of solar activity. In particular, local magnetic fields intensified by convection cells can be the cause of sunspot groups. The basic features of the dynamo model are in accord with the features of the solar cycle: i.e., the model indicates changes of the sign of background fields in polar regions in each 11-year cycle, as well as a correlation between spot-forming activity and toroidal fields (whose existence in subphotospheric layers is highly probable).
