The equation of state has been computed for interstellar hydrogen heated
by cosmic rays and subject to density and temperature inhomogeneity due
to turbulence. The results of this computation show that the observed
inter-cloud components of galactic hydrogen-line profiles arise from a
thermally stable, high-temperature phase of the interstellar medium.
