Measurements of the spectrum of cosmic background radiation in the
submillimeter range show that the ratio of the mean galactic dust
density to the critical density is less than about 10 to the -5th/h in
past cosmological epochs. The radiation spectrum of a black body with a
temperature of 2.74 K is presented.
