The current status of both observations and theory of high-latitude ionospheric plasma turbulence is reviewed for the purpose of relating the existing experimental evidence of fluid-like plasma turbulence and the predictions of various fluid plasma models. A summary of two- and three-dimensional turbulent cascade theory (TCT) is included along with citations of its applications in neutral fluid turbulence, and the supportive experimental evidence. The high-latitude evidence for low-frequency macroscale turbulence includes observations of irregularities occurring at 400-8000 km range and varying over the scale sizes of 5 m to 2000 km. It is suggested that the turbulent dynamics of much of the ionosphere can be represented by a low-frequency fluid model. Application of standard cascade theory to this model leads to testable predictions of the power spectra for the density and electric field.
