From the results of TIMSS2003, the state of "Rika" at the elementary and lower secondary schools was reviewed. Although the score of science achievement of Japanese students was still in higher rank internationally, it was located in the lower one among East Asian countries and especially the core of the 4th grade students at the elementary school in Japan was lower than the result in 1995. Although there was an increase from 1995 and 1999 in the average percentage of Japanese students agreeing a lot that they enjoy learning science, it remains in the still low level internationally.
