The problem of rotation of the Moon is considered with account for the gravitational torques and small tidal friction as well as the evolution of the orbit. Using Cassini's empirical laws, it is proved that when the central ellipsoid of inertia of the Moon is close enough to a sphere in a close neighbourhood of rotation, there exists a solution for the complete system of equations, which is stable at an unlimited interval of time. Estimations are obtained of admissible initial and possible current deviations from the rotation according to Cassini's laws.
