An array of cosmological structure formation models are examined and it is shown that most are ruled out by the results of COBE measurements of the microwave background fluctuations and the QDOT IRAS redshift survey. Only one completely satisfactory model is found, in which the universe has a density Omega = 1, with 69 percent in the form of cold dark matter, 30 percent provided by hot dark matter in the form of a stable neutrino with mass 7.5 eV, and 1 percent baryonic. Certain GUTs may provide a physical basis for such hybrid models. A Hubble constant of 50 km/s/Mpc is preferred to one of 100.
