Optical and near-infrared (0.3-2.5 microns) observations of Nova Cygni 1975 made during the period from August 30 to December 11, 1975, are reported. The persistent strength of O I at 8446 and 11,287 A is shown to be due to L-beta fluorescence in clouds with high (greater than 1000) H-alpha optical depth. A simple model of the nova ejecta is presented and shown to be consistent with the observed evolution of the nova spectrum.
