Analysis of solar short-lived active region (SAR) data during 1969 - 1981 allows quantitative description of the SAR latitudinal distribution peculiarities in the solar cycle. Latitudinal inhomogeneity of SAR appearance on the solar surface is found. The law of the SAR mean latitude decrease during the solar cycle (Spörer law) is described quantitatively. The two 22-year active region cycles having 11-year phase shift are shown to coexist constantly on the Sun.
