Europe in space is driven on the public side by national and European actors, policies, and programmes, which are to a large extent coordinated but not yet follow an integrated and fully coherent plan. The strong demand for a European identity in space, and the challenge to better exploit the potential of space for the benefit of Europe's society and economy have created the strong political will to create a fully coherent and focused approach for Europe in space. The ESA Ministerial Conference 2001 in Edinburgh spelled out five clear messages: The paper reflects these central messages and describes the approach taken and progress made in bringing these messages into action. The key issue is: This includes aspects such as the establishment of closer relations between the European Space Agency (ESA) and the European Union (EU); the creation of an integrated network of technical space centres in Europe; the setting-up of an integrated European space plan; or the restructuring of the European launcher sector.
