This report describes photometric, visual, and color studies of Uranus and Neptune in 1987-1990, and photographs of Pluto taken in 1985. Photoelectric photometry of Uranus gave V(1,0) = -7.16 +/-0.005 in 1989 and V(1,0) = -7.22 +/-0.005 in 1990. For Neptune, V(1,0) = -6.87 +/-0.023 in 1989 and V(1,0) = -7.01 +/-0.007 in 1990. The geometric albedos of Uranus and Neptune are computed based on their V(1,0) values. Magnitudes of Neptune in the red and infrared are also reported. Visually, the most commonly suspected albedo irregularities on Uranus in 1987-1990 were limb darkening, bright limb spots, and a bright area near the disk center, which may have been the South Polar cap. The colors of Uranus and Neptune were both estimated to be a pale blue-green.
