In the framework of the Cerenkov line emission theory, the intrinsic relation between the Cerenkov redshift of HI emission lines of quasars and the line intensity ratio I(Ly-alpha)/I(H-beta) is discussed. Neglecting the contributions of HI recombination lines in the outer optically thin zones of quasars, the observed relative shift of the Ly-alpha line with respect to the CIV line, i.e., the Cerenkov redshift, can be used to obtain an estimate of the particle population at the 2nd energy level, Rz = 0.02. For a temperature of 11,000 K, the predicted Cerenkov redshifts of HI Balmer lines and the intensity ratio I(Ly-alpha)/I(H-beta) are then both in good agreement with the observations. This supports the Cerenkov line emission theory.
