We are engaged in a long-term project to construct a redshift survey of the brightest X-ray emitting clusters in the southern hemisphere detected by ROSAT in the All-Sky Survey. We present a description of the survey construction and review the first results on the luminosity function and large-scale structure based on a flux-limited sample of 475 clusters (90% with redshifts) brighter than 3 times 10^{-12} erg s^{-1} cm^{-2} (0.1 - 2.4 keV)
