A rapid flare in the nucleus of NGC 4151 was observed with a substantial
lag effect in the UBVR photometric system. An attempt is made to explain
rapid flares with anomalous colors in other objects within the framework
of this effect. It is concluded that such flares are characteristic of
all active galactic nuclei.
