This paper identifies general future space mission requirements which apply to a European Multi-Purpose Spacecraft (EMMS). The technical and economic issues associated with such an EMMS concept are outlined and discussed in the context of the re-use of existing and projected new ESA spacecraft. This paper does not attempt to give answers or a ready solution but rather outlines the problem and scopes the issues which enter into the question of the 'viability' of an EMMS concept.
