The possibility of explaining the production of observed abundances of deuterium and helium-3 by cosmic rays and gamma rays produced by the nucleus of the Galaxy at its active stage and interacting with the opaque envelope around the nucleus, is discussed. This mechanism is capable of yielding the observed abundances of D, He-3 and Li-7 without contradictions with the content of other high elements provided that the total energy release in the form of cosmic rays or gamma-rays is not less than three times ten to the 59th ergs; and that the envelope is sufficiently compact and the content of elements heavier than boron in the envelope does not exceed their abundance in the old Population II.
