A statistical modeling technique has been developed for studying the statistical fluctuation in the stellar velocity field for given samples of stars. The technique also evaluates the influence of the number of stars in the sample and the volume of space they occupy upon the estimated parameters and the possibility of identifying spiral structure. It is shown that the most important effect is that of the sample volume. As it shrinks, the bias tends to increase for most of the basic parameters, and their determination becomes less accurate. If the Oort constant A is determined from stars within 1.5 kpc of the sun, it will be overestimated by a factor of nearly two. A sample of 100-150 stars with a velocity dispersion up to 20 km/sec and with reliable distances within 3-4 kpc of the sun is adequate for delineating spiral structure with some confidence.
