We will study starless cores and the initial conditions of star formation using the Planck and Herschel satellites. Target selection will be based on Planck observations that will provide the first all-sky survey of Galactic cold and compact dust clouds. The list of cores detected in the initial all-sky scan will be included in the Planck Early Release Compact Source Catalog. Detailed mapping of selected cores will be performed using the Herschel PACS and SPIRE instruments. We will concentrate on mid- and high Galactic latitudes, thus complementing accepted Guaranteed and Open Time programs which target the most prominent regions already in the phase of active star formation.
