The six propagating degrees of freedom postulated using canonical analysis by Lee and van Nieuwenhuizen (1982) for the plane-wave solutions of linearized conformal gravity are investigated analytically. It is shown explicitly that these degrees of freedom correspond to a massless ordinary spin-2 state, a massless ordinary spin-1 state, and a massless spin-2 ghost state.
