The origin of primordial acoustic waves in the big bang is examined. Equations from the general covariant theory of potential perturbations are given, and the relations obtained are applied to arrive at a quantitative formulation of the equipartition hypothesis. A possible model for the initial state of the universe leading to equipartition is outlined. The process of parametric amplification of the primordial perturbations is described, and the resultant fluctuation spectrum is derived. It is demonstrated that the concepts behind the equipartition hypothesis in its quantitative formulation imply a relation between the physical mode amplitudes entirely different from what was found originally, and that by virtue of the discovery of processes which could have amplified initial perturbations through phase transitions close to the cosmological singularity, the primordial perturbations might have been weaker by tens of order of magnitude than hitherto believed. In particular, they could have been quantum or statistical fluctuations.
