Two possible mechanisms of formation of 'modulation lines' in the dynamic spectrum of the Jovian decametric radiation are discussed: (1) the Cotton-Mouton effect in the Jovian ionosphere and magnetosphere, and (2) the frequency modulation of intensity in the source. Dynamic spectra are calculated on the basis of both mechanisms, and features distinguishing the spectra with bands due to the Cotton-Mouton effect from those formed by the second mechanism are outlined. Electron concentrations of 1000 to 10,000/cu cm explain 'modulation lines' produced by the Cotton-Mouton effect in the Jovian ionosphere or lower magnetosphere; the difficulties of interpretation of the frequency-spectrum modulation in the source by intense excitation of plasma waves in layers where the condition of double plasma resonance on harmonics of the electron are satisfied are discussed.
