Evidence is presented for a radio outburst occurring 2.2 years after a preceding optical outburst in the quasar 0420-01. The delay must be due to the finite propagation time of energy from the optically emitting region to a more distant radio emitting region. If the observed optical and radio events are causally related, then the lack of simultaneity rules out inverse Compton emission as the mechanism for the optical radiation.
