The NGCSU Observatory has been used for student viewing and student/faculty research for almost thirty years. Over the last decade, development on campus and in the surrounding area has severely compromised the observing environment. A large illuminated parking lot constructed less than 100 feet from the observatory was the "last straw". Fortunately, the present administration of the university recognized the impact that the lot would have on the observatory's educational and research mission. They were able to find funds for construction of a new observatory building and relocation of the Boller & Chivens 16" telescope to a new site. The relocation of the observatory has provided the opportunity to design an observatory building that incorporates features that improve the telescope performance by reducing the "dome seeing" and allows for easy access for viewing by the introductory astronomy classes. The specifications, economics and philosophy of this non-traditional small observatory design will be presented here for the consideration of others who may be beginning such a project. The progress toward completeion will also be reported.
