Observations of neutral hydrogen in the vicinity of 3C 396, which were performed at the RATAN-600 radio telescope with the resolution 2arcmin×130arcmin×6.3 km/s, show that the H I distribution is similar to a clumpy envelope with the diameter 310 pc and mass 1.9×104M_sun;. It is obtained that the most probable mechanism for envelope formation is the outflow of stellar wind during the star evolution along the main sequence. The estimated mass of the star is about 19 M_sun;, spectral class is O8.5. The mass which was ejected in the explosion is estimated (16 M_sun;).
