Because they are both low mass and late morphological type, dwarf irregular galaxies are effective tools for testing theories of galaxy formation and evolution. A determination of the properties of their gas content is critical for understanding their place in the heirarchy of galaxies. However, previous samples of dwarf irregulars are either contaminated by large numbers of luminous low surface brightness spirals or are dominated by the Virgo Cluster. We have identified a sample of 400 candidate dwarfs from inspection of 49 fields of the new Palomar Sky Survey (POSS II) plates from the North and South Galactic Caps. 21 cm spectra obtained with the Arecibo telescope provide velocities and information on the neutral gas content. CCD images provide photometric properties. Most of our sample can be identified as typical dwarf irregulars with optical diameters between 20 and 60 arcseconds, a mean velocity width of less than 100 km/sec, and an absolute B-magnitude of -16. (Ho = 100 km/s/Mpc) The dwarf galaxies range in recessional velocity from 100 to 8000 km/s. We present an analysis of the properties of the neutral gas content of these dwarf irregulars. A number of the galaxies have unusually high gas surface densities (as estimated with the optical diameter) which could correspond to a measured optical diameter that does not reflect the true diameter of the neutral gas distribution.
