The burst-like events and the rapid variability of the different kind radiosources are among the most interesting astrophysical phenomena of last decades. For the searching and monitoring such events in the wide solid angle a new meter wavelengths radio telescope have been suggested for the construction at Pushchino Radio Astronomy Observatory. Regular two-dimension phased array of 16 active dipoles for 30-70 MHz frequency range with hardware multi-beam forming system and ADC at the array's output is considered as a basic module of the array. Central core of 256 modules is suggested for the system and more than 10 outer stations (with 64 modules in each) is planning to be extended over area of the 5 km radius.
