A description is given of the medium energy (1-50 keV) proportional detectors and collimator. The requirements of this system are (1) overlap with low energy system, (2) high time resolution, (3) spectral studies, and (4) weak source observation. A summary is given of the medium energy instrument consisting of the large area, double layer proportional counters, and the collimator. Background and noise estimates for the experiment are given as well as a performance and a sensitivity prediction.
