Upper limits to the mass of a cold nonrotating neutron star are calculated with Rastall's (1977) theory of gravity. With minimal restrictions on the equation of state, the upper limit is 12.5 solar masses. If the speed of sound in the star is nowhere greater than the speed of light and if calculated equations of state are valid up to a density of 5 by 10 to the 14th power g/cu cm, the upper limit is reduced to 4.5 solar masses. A mechanism for the production of X-ray bursts is suggested.
