The von Zeipel method of canonical transformations is used to obtain a solution to the orbital motion of an earth satellite at the critical inclination and with nonzero eccentricity. Elements which do not degenerate at zero eccentricity are used. Higher zonal harmonics are known to be responsible for motions of the lines of apsides. The solution is developed to the first order in the eccentricity and to the first order in the higher gravitational harmonics.
