It is shown that the origin of emission and dust giant bubbles is connected with the combined operation of stellar winds from Wolf-Rayet, supernova and other stars. Some arguments are given on the absence of a spiral shock in the galactic local spiral arm and on the formation inside it of compact stellar associations far from the galactic plane by the Rayleigh-Taylor instability. 8 associations in the local arm in Cygnus and a number of discrete X-ray sources projecting on the sky as a horseshoe are responsible for the observed picture of the X-ray Cygnus superbubble.
