The development of the Kvazar VLBI complex is described. The basic
characteristics and observing capabilities of the Kvazar complex are
listed. Plans for using the Kvazar VBLI complex in studies on radio
astrometry, geodynamics, radiophysics, astrophysics, and cosmology are
briefly discussed.
