Solar cosmic ray which propagates to the ionospheric D-region, especially in the polar cap ionospheric D-region, causes the PCA phenomena. In this paper, the solar cosmic ray ionization formula in the D-region is deduced from the Bethe-Block formula, which is more accurate than the previous treatment. Based on that, the formula of electron production is also obtained, and these computations are made taking into account the solar cosmic ray importance, and the energy spectrum index, height, and latitude. The results show that the electron production rate of solar cosmic ray varies with different levels of solar cosmic ray and its energy spectra index. When the importance of solar cosmic ray event is the same (the integration flux is the same), the larger is the energy spectra index, the larger is the electron production rate at high altitudes (greater than 55 km); and the smaller the energy spectra index, the larger the electron production rate at low height (less than 55 km). The distribution of electron production rate with height have obvious two peaks: one is at 60 km, which is mainly caused by proton, the other is at 85 km, mainly caused by particles of z not less than 2.
