A new advance in relativity theory whereby relativistic time dilation is physically interpreted and mathematically modeled in the context of temporal projective geometry has significant cosmological implications. This step forward in our understanding of relativity is empirically verified by modeling a previously unrecognized gravitational relativistic effect (transverse gravitational redshift or "TGR"). It is apparent that the effect causes the observed yet previously unexplained center-to-limb variation of the solar wavelength and the excess redshift of white dwarfs, among a host of other measurable phenomena. This amendment to Einstein's gravitational theory also revives Willem de Sitter's idea that cosmological spacetime curvature causes a relativistic time dilation as a function of distance from the observer, (i.e., on a cosmological scale it is clear that TGR produces a "de Sitter effect.") In comparing theory against statistically significant astronomical observations (e.g., SDSS and 2dF galaxy redshift surveys), the predictions of the new theory, which involve no free parameters, compare very favorably to predictions of the canonical cosmological expansion model.
