The critical ionization velocity is discussed from the standpoint of experimental data on plasma inhomogeneities. It is shown that the inherent discrepancies of earlier plasma models can be removed by introducing the strong inhomogeneity as a natural feature of critical-velocity plasmas. A simple sheath model is presented which can be compared with the local plasma parameters measured in a rotating plasma device. The observed plasma heating is attributed to a modified two-stream instability in the sheath.
