The authors investigate the role that the high speed solar wind streams (HSS) may play in the confinement and propagation of low energy particles. They find that there exists a good correlation between the electron quiet time increases at 1 AU (QTI) and the HSS. The authors therefore propose that confinement and propagation in the local solar wind structures can in principle explain the morphology of the QTI without invoking source effects as current models do. Finally the authors test this interpretation by using data from the corotating nuclei events.
