A theoretical description of the collision-dominated incoherent scatter process is given, in order to demonstrate the operational principle of incoherent scatter radar measurements in the D-region of the ionosphere. A general overview of data gathering, processing, and interpretation techniques is presented and some methods for recombining total power and power spectrum data for optimum results are recommended. A comprehensive list of outstanding problems of D-region aeronomy is given, with emphasis on the winter absorption anomaly, D-region ledge chemistry, and high-latitude D-region phenomena.
