The properties of the heliospheric current layer (HCL) on its passage near Earth during a quiet time and after strong isolated flares are compared. It is found that shock waves are observed ahead of the HCL only after flares and the frequency of appearance of large-amplitude streamer oscillations associated with the HCL grow sharply. It is assumed that shock waves occasionally appear in the forbidden region ahead of the HCL in view of the nonlinear curvature of the front of the quasi-stationary flow accelerated by the flare, and that the oscillations in the HCL arise with its interaction with the coronal flare transient near the Sun and are propagated along a streamer to the Earth's orbit.
