A graser-effect (GE) model is developed according to which the GE arises in an electron-positron vacuum in a strong external electromagnetic field capable of producing pairs and therefore electron-positron plasma. If such a graser mechanism exists, an electromagnetic wave passing through the medium of the GE would be expected to be amplified in the case of sufficiently high electric-field strengths. It is noted that this model is free of certain drawbacks of the previous model, and shifts the focus of the graser problem to the search for sufficiently strong electric fields. It is suggested that such fields might arise in connection with gamma-ray transients.
