The probabilities of photon emission in the spontaneous electron transitions between Landau levels in a strong magnetic field are studied on the basis of quantum formulas. Estimates are obtained for the characteristic times describing the variation of the electron states due to these transitions. The spectra and polarization of quantum synchrotron radiation and stationary synchrotron cooling radiation are calculated.
