As a fist stage of a study of the galactic abundance gradient, the authors have selected a 6°×6° field near the anticenter direction, containing numerous open clusters, among them Be 28. The present paper concerns the photometry of this cluster. The measuring methods adapted to photographic and electronographic plates are discussed. Applying these methods to Be 28, the authors find for this cluster, a distance of 6.2±1 kpc with a reddening E(B-V) = 0.95+0.02 which places it in the spiral structure (+II). Its age is about 6×107 y and it seems to be metal poor. The radius is 4arcmin with a possible corona at 3arcmin from the center. The luminosity function is consistent with the initial luminosity function.
