Observations of the J = 1-0 transition of CO along the galactic plane between 30 and 10.5 deg galactic longitude are reported together with an improved model of the two-armed spiral-shock wave which includes predicted changes in shock's position and strength as a function of galactocentric radius. An observational test based on a survey of certain open star clusters is performed which confirms the hypothesis that a protocluster or association and its associated placental interstellar material actively radiate the 115-GHz spectral line of CO from birth until an abrupt cutoff 30 million years later. Implications of the results for the surface density of young open clusters and associations in the Galaxy are considered, and birth positions and birth rates are deduced for some clusters. The cluster birth rate averaged over the Galaxy is compared with star formation rates and observed supernova rates to deduce the mass of an average cluster and the number of stars per cluster that become supernovae. An upper mass limit is suggested for stars that become supernovae, the terminal velocities observed in an H166-alpha survey are compared with those of CO profiles, and a dynamical time scale for star formation is compared.
